Add an administrator
Purpose
Grant users administrator access to the tender.
Background
As a tender administrator, you can assign access to other administrators. There are three roles you can assign:
Tender administrator - Have access to everything in the tender.
Tender observer - Have reading rights to everything in the tender.
Document coordinator - Can handle tender specification documents, but also reading rights to everything else.
After deadline privileges - Can be assigned after; No access, restricted access and full access. Restricted access only allows you to view published offer documents. Full access allows you to view and download offers.
Things you should be attentive to
- It is only the tender administrator who can grant user access.
How to
- Access a Tender
- Go to the menu "Users"
- Click "Administrators"
- Click on the button "Add user"
- Select the user role
- Enter the email adress and give user rights
- Click "OK"
Add a tenderer
Purpose
Add the tenderers to your tender.
Background
You can add tenderers before and after the tender has started. If you add a new bidder after the Tender start, you need to be aware of the legal rights to invite a new bidder - when they get shorter time to review the Tender material.
Things you should be attentive to
- It is only the tender administrator who can grant user access.
- If you have a Tender with multiple contracts, remember to check every single contract before you invite the bidders.
- The first user from a company who's invited to the tender will be the authorized officer. This user will have the rights to submit an offer.
How to
- Access a tender
- Select the "Users" in the left side and then click "Tenderers"
- Select "Add tenderers" in the top toolbar
- Select the "Invite a new RIB user"
- Enter the e-mail of the Tenderer or select from the "Select previously invited users" list
- Finish with "OK"
Change the authorized officer of a tenderer
Purpose
Change the authorized officer of a tenderer.
Background
When a bidder is added to a Tender, they get the role as "Authorised officer".
It's only the "Authorised officer", who has the opportunity to submit the offer, when all submission requirements are fulfilled. It is only possible to have one user with the role "Authorised officer" per company.
In some cases you need to help a company change the authorized officer.
Things you should be attentive to
- It is only the tender administrator who can grant user access.
- An authorized officer can give the rights to a colleague.
How to
- Access a tender
- Select the "Users" in the left side and go to "Tenderers"
- Click the "Replace authorised officer" in the top toolbar
- Select the user you want to replace
- Select the user who take over the role as "Authorised officer". The user who gets replaced will be "Bid observer"
Add a client vendor
Purpose
Add a client vendor to your tender.
Background
As an administrator you can invite client vendors to your tender. A client vendor gets all the tender specification documents sent in an email, and can not get direct access to the tender. They don't need an RIB user profile.
Things you should be attentive to
- It is only the tender administrator who can grant user access.
- Client vendors have only access via mail.
How to
- Open a tender
- Click on the menu "Users"
- Select "Client vendors"
- Click on the button "Add user"
- Enter the name, email, language and message to the client vendor
- Click "OK"
